David McArthur
Executive Director
Mr. McArthur is from Tyler, Texas where his family started the Caldwell Foundation, which focuses on education and supporting the Caldwell Zoo.
Most of David’s professional experience is in the oil and gas business in the areas of operations, business analysis, and public affairs. Early on in his career David had the honor of working for President and Mrs. George W. Bush in the Governor’s Office in Austin and at the White House in Washington, D.C. He earned a Bachelor of Arts degree in History from the University of Texas at Austin and an MBA from Baylor University.
David serves on the Board of Directors for the Texas Department of Public Safety Foundation, as an Advisory Board Trustee for the Caldwell Foundation, on the Board of Directors for the Texas Cowboys Alumni Association at the University of Texas at Austin and is a member of the Board of Adjustment for the City of Terrell Hills, Texas. David also served on the Board of Directors for the Texas Pipeline Association and was a member of the Vestry at Christ Episcopal Church in San Antonio.

Scott Martin
Member of the Board
Mr. Martin has over 40 years of experience in finance and accounting in the oil and gas industry. He has held previous positions as Vice President for Petex Production Company and as Chief Financial Officer for Lewis Energy Group. Scott has a Bachelor of Arts Degree in Finance and Economics from Marietta College. Scott is a member of the American Financial Association and maintains numerous contacts in the energy lending arena.
Phil Mezey
Member of the Board
Mr. Mezey has over 40+ years of engineering and technical experience in the oil and gas industry. He obtained a Bachelor of Science Degree in Mechanical Engineering from Syracuse University, New York, and a Master’s in Business Administration Degree from St. Mary's University, San Antonio. Phil's business experience includes the position of Petroleum Engineer for Texaco, and Manager of Engineering for Delhi Gas Pipeline Corporation. Phil previously held the position of Director of Engineering at Lewis Energy Group. He is a Registered Professional Engineer in the states of Texas, Louisiana and Oklahoma. Phil's area of expertise includes field operations, reservoir engineering, production and economic evaluation.

Experienced professional with demonstrated ability to translate financial expertise into winning financial strategies for investors. Accomplished at establishing and scaling the business through expertise in strategic financial leadership, M&A, greenfield development and operations, financial modeling, contract negotiations, risk management, and continuous improvement.
